159, Cannon Street, London, April 13, 1905. THE Manchester Chamber of Commerce have courteously sent us a copy of their emendations to the Regulations for the Registration of Trade-marks in China, as revised by the Patent Office. These have been under the consideration of the Com- mittee, who have pleasure in supporting the Manchester emendations generally, but venture to suggest the following alterations, viz. :-

The wording of this clause is liable to be misunderstood, the words "class or classes of goods" being not sufficiently definite. It would be desirable to make provision that registration of any mark applicable to cotton or woollen goods should cover all cotton and all woollen and mixed cotton and woollen goods.

We do not think the applicant should be called upon to supply the blocks, owing to the expense and trouble this would involve.

Notice of expiry should be given in writing by the Registrar six months prior to date of expiry.

We are not in favour of making any infringement of the Regulations a penal offence. Civil damages might be exacted.

(a.) We agree with the Manchester emendation, and consider the Patent Office clause much too stringent.

We prefer "may be confiscated" and "may be destroyed,” instead of "shall be," &c.

Where does the appeal lie, in the event of any objection being made to the Registrar's ruling?

The Committee consider it a point of the utmost importance that the Trade-marks Regulations in China shall be administered by an Office in which all foreign traders have implicit confidence, and not left in the hands of the Chinese Board of Commerce. They therefore strongly indorse paragraph 6 of the Manchester emendations, to the
